CHECK LIST FOR SME PROPOSAL

  1. Request Letter (On letter head/ plain paper)
  2. Application Form on Standard Format along with Appraisal Format
    (All columns should be filled in and no column should be left blank. In case any column is not applicable, please write N. A.)
  3. Bio-data form & Opinion Report duly completed in all respects
  4. Pre-sanction Report , if applicable
  5. Three self-attested photographs of the applicants duly verified by Branch out of which one photograph to be pasted on the application and remaining to be attached for future use in account opening form etc.
  6. KYC Documents viz. Proof of Photo Identity, Proof of residence, Proof of business address, PAN card etc.
  7. Last 3 years' balance sheets of the unit along with Income Tax/Sales Tax /VAT Returns etc. (Applicable for cases from 2 lacs & above). However, for cases below fund based limits of 25 lacs if audited balance sheets are not available, then unaudited balance sheets are also acceptable as per extant instruction of the bank. For cases of 25 lacs and above, the audited balance sheets are necessary. For Units having turn over more than 60 lacs, audited balance sheet is mandatory.
  8. Profile of the unit (include name of promoters, other directors of the company, the activity being undertaken, address of all offices and plants, shareholding pattern etc.

  9. Project Report (for the proposed project if term funding is required)
    Containing details of machinery to be acquired, price, names of suppliers, financial details like capacity utilization of machines, capacity utilization assumed, production, sales, projected profit and loss and balance sheets for the next 7 to 8 years till the proposed loan is paid, the details of labour, staff to be hired, basis of assumption such financial details, last 3 years balance sheets of the Associate/Group Companies (If any) etc.
    (APPLIABLE TO CASES WITH EXPOSURE ABOVE 25 LACS)
  10. Estimated Balance Sheet for current year and Project Balance sheets as on 31 st March for the next two years in case of working capital limits and for the period of the loan in case of term loan. (For all cases of 2 lacs & above)
    N.B. In case of new units only projected balance sheets are applicable.
  11. Manufacturing process if applicable, major profile of executives in the company, any tie-ups, details about the raw material used and their suppliers, details about the buyers, details about major competitors and the company's strength and weaknesses as compared to their competitors.
    (APPLICABLE FOR CASES WITH EXPOSURE ABOVE 25 LACS)
  12. Memorandum and Articles of Association of the Company/Partnership Deed in case of Partnership Firms
  13. Assets and Liabilities statement of promoters and guarantors along with latest Income tax Returns.
  14. Rent Agreement (If business premises on rent)
  15. SSI Registration , If applicable
  16. Clearance from Pollution Control Board along with certificates for “Consent for Establishment” & “Consent to Operate”, If applicable.
  17. Trade License for the concerned business activity from the appropriate authority like Panchayat Samity / Municipality
  18. Account Statement, Balance confirmation, Latest Stock Statement duly verified in case of existing unit.
  19. In case of takeover of advances, sanction letters of facilities being availed from existing bankers/Financial Institutions along with detailed terms & conditions.
  20. Position of accounts from the existing bankers and confirmation about the asset being standard with them (in case of takeover)
  21. Photocopies of Lease Deeds /Title Deeds of all the properties being offered as primary and collateral securities, TIR on Bank's standard format from empanelled Advocate and Valuation Report from Bank's empanelled valuer.
  22. In case of renewal or enhancement proposal photocopies of last sanctioned appraisal note, latest review /renewal note duly controlled by appropriate authority, Feedback Report including salient extracts of latest Branch RIFA furnishing observations appearing in regard to the nit along with compliance repot put forth by the Branch need to be submitted.
  23. NOC from other financial institutions if the applicant maintains any account with them.
 

IRREGULARITIES WHILE SOURCING SME LOAN POPASAL

  1. Application Forms are not found duly filled in.
  2. Copies of KYC documents along with PAN Card duly verified by the Branch Official are not been annexed
  3. Asset and Liability statement does not tally in the opinion Repots and bio-data forms
  4. Name of the Proprietor /Unit varies in various documents
  5. Requisite documents are not annexed at several times.
  6. Application form does not contain photograph of the applicant duly attested by the Branch.
  7. Application and other documents are found signed by the applicant without Firm's Seal.
  8. Sometimes details regarding collateral security offered are not mentioned in the loan Application and Branch Recommendation note.
  9. In case of renewal/enhancement of limits following discrepancies are found.
  10. Copies of last sanctioned appraisal note and copies of documents/paper relating to latest review/renew exercise duly controlled by appropriate authority are not submitted.
  11. Feedback Report including salient extracts of latest Branch RIFA furnishing observations appearing in regard to the unit along with compliance report put forth by the Branch are not enclosed.
  12. Up to-date Title Investigation Report on Bank's standard format (Annexure-B, C & D/D1) from Bank's Empanelled Advocate is not submitted.
  13. Previous and Updated Valuation Report from Bank's Empanelled Valuer duly vetted by Bank Official is not submitted.
  14. Copies of last field inspection reports of the unit by Branch Official along with latest stock-statement duly verified is not annexed.
  15. Sale proceeds routed though the account are found to be inadequate resulting in meager credit summation.
  16. Feedback form is found incomplete at various occasions
  17. Sometimes the outside liabilities of the applicant/ unit are not ascertained by the Branch Official resulting in multiple financing.
  18. Proposals sourced under CFL scheme with CGTMSE cover are not found in standard format with credit scoring
  19. In case of Transport Operators Calculation sheet for operational viability sometimes is found prepared with wrong statics.
CHECK LIST HOUSEBUILDING LOAN
  1. Loan application with all relevant details filled-up.
  2. Two photographs of applicant(s)/guarantor(s)/co-borrower(s). One should be pasted on the application form duly authenticated by the branch official with branch seal.
  3. Asset and Liability statement with evidential details.
  4. Residence proof
  5. Photo Identity
  6. Salary certificate (last three months)
  7. IT returns for last 3years for businessmen duly accepted by ITO.
  8. IT returns for last 2years or form -16 for last 2years for salaried applicant/guarantor
  9. Approved plan
  10. Estimate of the proposal compiled by the authorized person and countersigned by the applicant.
  11. Valuation certificate by Bank's approved valuer (in case of purchase of flat/building or in case of an existing house)
  12. TIR from bank's panel advocate along with enclosures.
  13. Allotment of flat by the builder if the flat is being purchased.
  14. Builders registration certificate if property is being purchased from a builder.
  15. Agreement for sale with builder/seller.
  16. Partnership deed of builder/constitutor.
  17. Power of attorney by the land owner to the builders having given the right to sell the plot (in case if purchase of flat).
  18. Location sketch.
  19. Opinion report
  20. Appraisal-inspection report.
  21. Trade license for the business conducted by the applicant and/or guarantor
  22. SBI super suraksha and insurance of the house.
 
AGL SEGMENT
  1. Properly fill-up application form (Name, Father's Name, Age, Address, Family particulars, Land schedule, movable assets, place, date, signature, etc)
  2. Observance of KYC (Obtain Xerox copy of supporting documents).
  3. Pradhan's certificate regarding genuine cultivator/ permanent inhabitant
  4. Clearance from Manager/SKUS/Inspector of Co-operative
  5. Certification of land holding by the RI/BL &LRO .
  6. Annexure- “A” duly filled in and verified by the Pradhan
  7. Scheme (Mentioning Unit Size, Financials and Economics).
  8. Opinion Report & Pre-sanction inspection report compiled by Field Officer/ branch Manager mentioning details of assets and liabilities.
  9. Margin 15% (Minimum)of project cost
  10. Collateral security (STDR/NSC/KVP/LIC Surrender Value) should not be created out of bank finance
  11. Pollution certificate from complement authority.
  12. Climatic condition of the locality (Preferably Dry Area).
  13. Land Holding (1 sq. ft. per bird+ office room+ Godown)
  14. Searching of land in case of sanctioned limit above Rs. 50,000/-
  15. Collateral Security- STDR/NSC/KVP etc. (in case of sanctioned limit above Rs. 50,000/-)
  16. Water resource (Fresh Water)/Availability of inputs (chicks, medicine, feed etc.) /Availability of Electricity etc.
  17. Marketing Scope.
  18. Family Size and integrity of the entrepreneur.
 
DAIRY (CROSS BEED)
  1. Properly fill-up application form (Name, Father's Name, Age, Address, Family particulars, Land schedule, movable assets, place, date, signature, etc)
  2. Observance of KYC (Obtain Xerox copy of supporting documents).
  3. Pradhan's certificate regarding genuine cultivator/ permanent inhabitant
  4. Clearance from Manager/SKUS/Inspector of Co-operative
  5. Certification of land holding by the RI/BL &LRO .
  6. Annexure- “A” duly filled in and verified by the Pradhan
  7. Scheme (Mentioning Unit Size, Financials and Economics).
  8. Opinion Report compiled by Field Officer/branch Manager mentioning details of assets and liabilities.
  9. Pre-sanction inspection report compiled by F. O. / OMR/ Credit Officer Mentioning name of contact person and particulars of KYC documents.

  11. Collateral security (STDR/NSC/KVP/LIC Surrender Value) should not be created out of bank finance
  12. Mention availability of Veterinary Surgeon and medicine/vaccination
